Rased Issues a Report on the House of Representatives' First Reading Discussions of the 2026 Local Administration Bill

Al-Hayat Center – RASED has issued its first analytical report on the Parliamentary’ discussions during the first reading of the 2026 Local Administration Law, based on a quantitative and qualitative analysis of the interventions made by 91 representatives.
The report found that local development, municipal services, and public participation topped the discussion priorities, while digital transformation, financial autonomy, and the participation of youth and women received less attention.
Key findings include:
▪️ 53.8% of representatives discussed local development.
▪️ 46.2% addressed governorate councils and their formation and working mechanisms.
▪️ 42.9% discussed municipal services and public participation.
▪️ 30.8% addressed the relationship between executive directors and municipal councils.
▪️ Only 14.3% discussed women’s representation in local administration.
▪️ 11% addressed digital transformation and automation.
The report forms part of the Legislative Discussion Index for the Local Administration Law, which will be issued in its final form after the House of Representatives completes its discussions on the Law.
