تحت رعاية وزيرة التنمية الاجتماعية وفاء بني مصطفى أطلقت منصة نزاهة، والتي عمل عليها مركز الحياة-راصد، وذلك ضمن إطار مشروع "نزاهة: دعم الاتحاد الأوروبي للمساءلة المجتمعية وتمكين المجتمع المدني من تحقيق الحوكمة الرشيدة"، والممول تمويل مشترك من قبل الإتحاد الأوروبي والوكالة الإسبانية للتعاون الدولي من أجل التنمية (AECID)، والمُنفذ من قبل مركز الحياة - راصد ومنظمة رشيد للشفافية الدولية. وذلك بحضور أمين عام وزارة التخطيط والتعاون الدولي الدكتور مروان الرفاعي، وعدد من النواب والأعيان وممثلي مؤسسات المجتمع المدني والمحلي والمؤسسات الدولية، وتسعى المنصة إلى تمكين مؤسسات المجتمع المدني من الالتزام بمعايير الحوكمة الرشيدة، وتعزيز الشفافية والمساءلة، بما يسهم في تطوير أدائها المؤسسي والإداري، ويعزز دورها في التنمية المحلية.
وقالت بني مصطفى، إن إطلاق المنصة يمثل نقلة نوعية في مسيرة تمكين مؤسسات المجتمع المدني، وإنجازاً جديداً يضاف إلى إنجازات عديدة لمركز الحياة-راصد، ولا سيّما وأن إطلاق منصة نزاهة يتزامن مع إحتفالات المملكة بيوم العلم الذي نحمله بقلوبنا وسواعدنا، ونجدد فيه وقوفنا خلف القيادة الهاشمية الحكيمة، وإلتزامنا بخدمة وطننا العزيز في سبيل رفعته وتنميته.
وأشارت إلى أهمية الجهود التشاركية الحثيثة التي أفضت إلى إنشاء المنصة، وأهميتها في تعزيز الحوكمة والشفافية ومعاييرالإمتثال لدى مؤسسات المجتمع المدني، ومن بينها الجمعيات، والتي ستنعكس مخرجاتها على تصنيف وتقييم أدائها وفق أسس محددة وموضوعية، كواحدة من المستهدفات التي تسعى الوزارة لتحقيقها، كما ستسهم منصة نزاهة في تدعيم جهود الوزارة في مجال أتمتة بيانات الجمعيات وتسهيل إجراءاتها، وأهمية ربطها مع منصة تكامل.
وأضافت، أن هدف المنصة يتقاطع مع بعض ما ورد في الإستراتيجية الوطنية للحماية الإجتماعية المحدثة، في المحور المتعلق بتعزيز وتمكين قطاع الجمعيات، ويخدم ما افضت إليه المشاورات مع مؤسسات المجتمع المدني، بضرورة الاعتماد على آلية لتقييم الجمعيات، نتمكن من خلالها من تحفيز الجمعيات الفاعلة، كما تساعد في الرقابة على أدائها، وتعزيز الحوكمة المالية والإدارية فيها.
من جانبها، أعربت نائبة رئيسة البعثة، السيدة إستيباليز لوبيز دي غويكويتشيا، عن فخرها واعتزازها بالتحدث نيابةً عن سفارة إسبانيا في الأردن بمناسبة الإطلاق الرسمي لمنصة "نزاهة"، والتي تُعد أداة مبتكرة تشكل محطة مهمة في الجهود الجماعية المشتركة لتعزيز الشفافية والنزاهة والمساءلة داخل قطاع المجتمع المدني في الأردن. وأكدت أن هذه المنصة تمثل ثمرة عملية شاملة وتشاركية كان لأعضاء المجلس الاستشاري دور محوري فيها.
وأشارت لوبيز دي غويكويتشيا إلى أن لإسبانيا تاريخًا طويلاً في العمل مع منظمات المجتمع المدني باعتبارها ركيزة أساسية في بناء سيادة القانون، ومحركًا رئيسيًا نحو تحقيق حوكمة أكثر عدالة وشفافية ومشاركة، وهو التزام راسخ ومتجذر حتى اليوم. واختتمت حديثها بالتأكيد على أن منصة "نزاهة" تُعد مثالًا ملموسًا على كيفية أن تؤدي الجهود المشتركة بين المؤسسات العامة ومنظمات التعاون الدولي والمجتمع المدني إلى حلول عملية، مستدامة، ومحلية الصلة، معربةً عن ثقتها بأن المنصة ستكون أداة مفيدة ومستدامة ليس فقط للمنظمات الحاضرة، بل لكافة منظومة منظمات المجتمع المدني في الأردن.
من جهتها، أشادت تينا بريهافيك, مديرة البرامج في بعثة الاتحاد الأوروبي إلى الأردن، بالشركاء على إنجاز المنصة وتضمينها على المدى الطويل ضمن نظام "تكامل" الحكومي، والذي من المقرر تحقيقه قبل انتهاء مشروع "نزاهة"، بما يضمن استدامة هذا المنتج. وأضافت: "ستوفر المنصة لمنظمات المجتمع المدني تغذية راجعة فورية حول آلياتها الداخلية، وتربطها بالموارد التي من شأنها أن تساعدها في تحسين مستوى الحوكمة لديها".
بدوره أكد مدير عام مركز الحياة-راصد الدكتور عامر بني عامر، أن منصة نزاهة تُعدّ خطوة استراتيجية نحو تعزيز كفاءة وفعالية مؤسسات المجتمع المدني في الأردن، وتسعى إلى تمكين هذه المؤسسات من الالتزام بمعايير الحوكمة الرشيدة، ورفع مستوى الشفافية والمساءلة في أدائها، بما يسهم في تحقيق دورها التنموي والاجتماعي بشكل أكثر فاعلية، وأضاف: “نحن نؤمن بأن بناء القدرات المؤسسية هو حجر الأساس في أي إصلاح حقيقي". وأوضح بني عامر أن البرنامج التدريبي الذي يُقدم ضمن مشروع نزاهة لا يقتصر على تقديم محتوى نظري، بل يوفّر أدوات قابلة للتطبيق في مجالات متعددة، تشمل الحوكمة المؤسسية، الإدارة المالية، التخطيط الاستراتيجي، إدارة المخاطر، والرقابة الإدارية، واختتم داعين جميع مؤسسات المجتمع المدني لزيارة المنصة والاستفادة من محتواها المجاني، الذي يشكل فرصة حقيقية لبناء القدرات وتعزيز الالتزام بالحوكمة والشفافية.

Amman, Jordan – Under the patronage of the Minister of Social Development, H.E. Ms. Wafa Bani Mustafa, Al-Hayat Center – RASED launched the “Nazaha” Platform, which it developed as part of the “Nazaha: EU Support to Social Accountability and Empowering Civil Society for Better Governance” project. This initiative is co-funded by the European Union and the Spanish Agency for International Development Cooperation (AECID), and implemented by Al-Hayat Center – RASED and Rasheed – Transparency International – Jordan.
The launch event was held in the presence of H.E. Dr. Marwan Rifai, Secretary General of the Ministry of Planning and International Cooperation, along with members of the Senate & Parliament, secretary, generals, representatives of civil society and community-based organizations, and international institutions, from various sectors and governorates.
The platform aims to empower civil society organizations to adhere to the principles of good governance and to promote transparency and accountability, thereby contributing to the development of their institutional and administrative performance and strengthening their role in local development.
In her keynote address, Minister of Social Development, H.E. Wafa Bani Mustafa, stated that the launch of the platform represents “a transformational milestone in the ongoing journey to empower civil organizations”, and constitutes yet another achievement for Rased. She emphasized the symbolic significance of launching Nazaha in tandem with the Kingdom’s celebration of Flag Day, reaffirming the nation's unity behind the Hashemite leadership and its unwavering commitment to national progress and prosperity.
The Minister highlighted the importance of the collaborative efforts that led to the development of the platform, noting its vital role in promoting good governance, transparency, and compliance across civil society institutions, particularly associations. The platform’s output will contribute to a standardized, objective evaluation framework for organizations—an objective the Ministry is actively pursuing.
Additionally, Bani Mustafa emphasized that Nazaha will support the Ministry’s efforts to automate association data and streamline procedures, particularly through its integration with the Takamul Platform.
She concluded by affirming that the platform aligns with key objectives outlined in the Updated National Social Protection Strategy, specifically regarding the empowerment and strengthening of the associations sector. It also reflects the outcomes of stakeholder consultations with civil society, which underscored the need for a robust evaluation mechanism that incentivizes active organizations while enabling oversight and promoting financial and administrative governance.
In turn, Deputy Head of Mission, Ms. Estíbaliz López de Goicoechea, expressed that it constituted an honour and a privilege for her to speak on behalf of the Embassy of Spain in Jordan on the occasion of the official launch of Nazaha Platform, an innovative tool that marks a significant milestone in the shared collective efforts to strengthen transparency, integrity and accountability within Jordan´s civil society sector. She further stressed that the Platform is a tangible outcome of a thorough and participatory process where the role of all members of the Advisory Board has been key.
Ms. López de Goicoechea highlighted Spain´s long history of working with civil society as essential builders of the rule of law, key drivers towards achieving a more participatory, just and transparent governance. A deeply rooted and still firm commitment. She concluded that Nazaha stands as a concrete example of how joint efforts between public institutions, international cooperation organizations and civil society can lead to practical sustainable and locally relevant solutions, expressing confidence that the Platform will serve as a useful and lasting tool not only for the organizations present but for the entire CSO ecosystem in Jordan.
For his her part, Patrick LambrechtsTina Prihavec, Head of CooperationProgramme Manager at the European Union Delegation to Jordan, commended the partners for the delivery of the platform and its long-term integration in the government’s Takamol system, which is envisaged before the end of the Nazaha project, ensuring the product’s sustainability. “The platform will provide NGOs with a real-time feedback on their internal mechanisms and link them to resources that can help them improve their governance,” she added.
In closing, Dr. Amer Bani Amer, the General Director of Al-Hayat Center - RASED, emphasized that the Nazaha Platform represents a strategic step toward enhancing the efficiency and effectiveness of civil society organizations (CSOs) in Jordan. He noted that the platform seeks to empower these organizations to adhere to the principles of good governance and to elevate the levels of transparency and accountability in their performance—contributing to their developmental and social roles in a more impactful way.
He added, “We believe that institutional capacity-building is the cornerstone of any genuine reform. Through this platform, we offer CSOs practical tools that help them develop their administrative and financial policies and improve their internal management in line with international standards and best practices.”
Dr. Bani Amer further explained that the training program offered under the Nazaha Project goes beyond theoretical content by providing applicable tools in various fields, including institutional governance, financial management, strategic planning, risk management, and administrative oversight. He also highlighted the program’s focus on fostering a motivating institutional environment and strengthening organizations’ capacity to build effective relationships with stakeholders.
He stressed, “Our vision is to enhance the role of civil society organizations, so they become influential actors and partners in development. We aspire for these organizations to become a driving force capable of leading change and creating meaningful impact not only locally, but also at the regional and international levels.”
He concluded by inviting all civil society organizations to explore the platform and benefit from its free content, which offers an opportunity to build capacities and reinforce a culture of good governance and transparency.
